Because most houses are. There are nine grahas and twelve houses, so at least three sit empty in every chart, and an empty tenth is completely ordinary. It does not mean you have no career.
When a house is empty the tradition reads it through its lord instead: the planet ruling the sign on that house, and wherever that planet has landed. A tenth house lord sitting in the sixth reads as work bound up with service and routine; the same lord in the eleventh reads as work bound up with gain and networks. The lord is doing the describing either way.
People look first at what is sitting in the tenth, and that is the weaker signal of the two. A planet visiting a house colours it. The lord of the house carries it, because it holds the house's affairs wherever it goes.
So read the lines in this order: which sign is on the tenth, where its lord went, and only then what happens to be sitting there.
It is not a second, hidden chart that overrules the first, and it is not a personality test for your job. It is the same nine planets, re-mapped through a division of each sign into ten, and read for one subject.
A common misreading is to treat a strong D10 placement as a promise and a weak one as a sentence. The tradition does not use it that way. It reads the two charts together: the main chart for the domain, the D10 for the texture, and disagreement between them as something to sit with rather than resolve.
